The main intellectual engine driving Democratic responses to the housing crisis isn’t headquartered in a flashy Washington think tank or K Street suite, but rather in a restored cream-and-brick building on Durham’s idle West Main Street.It's the nonprofit, nonpartisan Center for Responsible Lending. And on a recent afternoon, Martin Eakes, its chief executive officer, abandoned a half-read printout of the Federal Reserve’s just-released draft of new mortgage lending rules, its response to the subprime market meltdown.
"The proposed rule is worse than I could have ever imagined," Eakes seethed in his Southern drawl. "I had thought that the Bernanke Fed would be different, [but] it is the most pathetic response to a serious crisis that I have seen from any regulator in my adult career."
