Tax refunds delayed
The following came via e-mail from Linda Struyk Millsaps, the Chief Operating Officer of the N.C. Department of Revenue. It is a statement from Revenue Sec. Kenneth Lay:
"We are experiencing a temporary backlog in issuing refunds because of the difficulty of garnering the special funds we are using for cash flow. We expect some significant progress to be made in the next few weeks. We are writing checks every week, and everyone who is due a refund will get a refund."
A side note: this directly contradicts what I was told not once but twice in the past two weeks by the Department's spokeswoman, Kim Brooks. She said that there were no problems or delays in issuing refunds.
I also wonder where this falls in the pantheon of things that Gov. Bev Perdue doesn't want to be surprised by.

Of course it does! If you were robbing Peter to pay Paul like a Bernie Madoff Ponzi scam, what makes you think the State is simply a innocent bystander to a crime against the Taxpayers?

Sooo.... then it is OK if I "delay" my payment to state past April 15th? I mean since everyone has cash flow issues...
Seriously, are we certain the Dept. of Revenue has statutory authority to do this? NC law is a mess on taxation issues, so I'd like to see where this comes from -- and understand why the General Assembly is sitting by and allowing this.
Oh, that's right. Nevermind.

Sure! Just send them a IOU with this comment attached to the tax form. This collection effort by the state of North Carolina is now under legal review until either the State of North Carolina is locked up for passing bad checks or subject to a higher authority when Jesus returns.

JAT: There's a couple ways to answer that question, both with another question:
* Since when has the government needed statutory authority to offer slow customer service? If it does, could we revoke it and have faster lines at the DMV? (Disclaimer: I was in and out of the DMV in under 25 minutes last time I went to get my license renewed.)
* Does the government have statutory authority to issue a check when there's no money behind it?
Look, no one - and I mean NO ONE - is going to have any sympathy for the revenuers. I'm certainly not one of them, especially since I was lied to twice by a state employee on the topic.
But I'd rather have the state delay payments than be bouncing checks from here to the Outer Banks.
