Now is not the time to alter plan's course

There were some requests to post today's editorial (Page A8) on redistricting and the High Point plan here at the Chalkboard. So here it is in its entirety plus the link if you want to see it as it appeared on the Web site.

Since most people tend to get confused about what an editorial is, I'll explain here briefly. This is an opinion piece that reflects the majority view of the editorial staff (the folks who put together the opinion page, not to be confused with editors, who run the news department. The publisher also is part of the editorial board that comes up with these opinion pieces.) I know someone had asked who the writer of this piece was, but I'm not sure that's germane since the writer is putting on paper the consensus view of the group. Whenever you see those unsigned pieces on the editorial page, that's an editorial board viewpoint. Anything with a name on it (sometimes a picture, too) is that individual person's opinion.

Now is not the time to alter plan's course
As the Guilford County Schools redistricting process continues, the school board should renew its commitment to the High Point reassignment plan.

There are times that clearly call for a change in direction, and times when it is critical to stay the course, however tough.
One year into its High Point high school reassignment plan, and on the brink of a brand-new school year, the Guilford County Board of Education has to decide exactly what time it is for High Point's middle and high schools.

That decision must not be a hasty one. The board and many in the larger community have made a tremendous investment in the controversial plan, despite continued opposition from some corners of the county. Given that investment, and ambitious plans for improvement already announced by the incoming administration at Andrews High School, the school board should stand its ground and renew its commitment to the reassignment plan for, at the very least, the full 2005-06 school year.

Redistricting's potential role
Guilford County Schools officials opened the system's redistricting process last week with a plan that would move students between Southwest middle and high schools, and Welborn Middle School and Andrews. The plan as proposed could dramatically change if not replace the High Point reassignment plan, which has been most fiercely opposed in north High Point, and has had a rocky start.
First-year results have been disappointing, particularly at Andrews, where discipline problems and staff turnover clearly are linked to poor academic outcomes. This spring, far fewer rising ninth-graders picked Andrews as their first choice of schools to attend than last year. Requests to attend Central also dropped sharply, while significantly more ninth-graders than last year made Southwest their first choice - numbers beyond the school's capacity.

When the reassignment plan began to evolve, after heavy resistance to redistricting proposals in 2003, "I think we all knew that it was not a perfect plan. That every child would not get his first choice would be the most negative part of it," said longtime school board member Dot Kearns. "My feeling is that you rarely make strong, positive moves - paradigm types of changes - without some negatives."

'Optimum use' is key
Change, in any form, presents challenges. And when change impacting the education of our children is on the table, the stakes are especially high. As school board Chairman Alan Duncan notes, the county's rapidly growing student population, with new schools set to open in northern Guilford and the Summerfield, Reedy Fork and Cardinal areas in 2007-08, makes redrawing attendance lines necessary to put facilities "to the best and optimum use - because we don't have enough for our students." The proposed redrawing of High Point middle and high school attendance zones is just one part of a process subject to change with board and public input, he said.

Too soon to strike current plan
Many questions must be asked and answered, by both the board and the public, before a final redistricting plan is adopted. But once the public has had its say, and the board has finished its work on redistricting, which it hopes to do by January, the High Point reassignment plan still should be on the map. It deserves a fair chance for its programs to take root in each school, or not - for its progress to be assessed for more than a single school year.
If the plan has that chance and fails more students than it serves, a much different direction may prove the best option. That determination can't truly be made, however, if the plan is cast aside - before its time.

Background on High Point Plan
The High Point reassignment plan assigns students to the city's three high schools through a combination of a lottery and student choice. It created magnet programs in the arts at Southwest, technology at Andrews and international studies and foreign languages at Central, to be phased in over four years. Its goals: Greater socioeconomic and racial balance in the three schools, improved academic performance, less crowding.

Don't despair I have a plan. And I know some who are doing it already!

It's simple and you might even enjoy it. First, you separate from your spouse. One stays where you are, the other go buy, rent, lease, share ANYTHING in ANY other REAL school district that's NOT being f--ed with. (Most Greensboro schools)

NOW, you have created a REAL SCHOOL CHOICE!! To make even MORE choice for yourself--'cause CHOICE IS GOOD--ONE of you stay home at just sit on your ass each day and claim FRL!!!!!!!! THAT status gets you first choice should you decide to play the lotto!!

I attended the new school year orientation last night with my wife, my daughter and my father, who also wants to be involved in our daughter's education. The first distinct difference with public school orientations is that everyone wanted to be there - students, parents, grandparents, teachers, and staff.

The second item that was different is that the entire Board of Education of this school was in attendance and they all received a round of applause.

The third item that was different is that the Discipline Policy was discussed as follows - "If it needs to be discussed, you and your children do not need to be at our school." NO ONE IN THE AUDIENCE WAS OFFENDED. In conjunction with this topic, the attendance demerit policy was reviewed. (FYI it will be more restrictive than last year).

Fourth, everyone understands the school dress code; however you can dress casually on Friday's by wearing an appropriate School T-Shirt or School Sweatshirt.

Enough about my family, does this change how I will post my opinions in the future? Do not count on it, all I have done is shielded our daughter from the likes of Dot Kearns, who your editorial board just loves to quote. I made a promise to Ms. Kearns and several other Board Members that they would never, ever sucessfully abduct our daughter and place her in a school against our will and more importantly the will of our daughter. THAT'S RIGHT I USED THE WORD ABDUCT.

Ms. Kearns you may have won the battle last November, but I am making this promise to you now that the WAR IS NOT OVER. All I am doing is shielding our daughter so she does not get caught in the crossfire. NOT TO MENTION I DO NOT BELIEVE THAT ANY CHILD SHOULD BE PART OF AN EXPERIMENT. APPARENTLY THE EDITORIAL BOARD IS OK WITH CONDUCTING EXPERIMENTS ON CHILDREN.

The same question remains that I posed to the School Board last year. When the experiment fails how do you recapture the 4 years of your child's life that has been lost?

Ms. Kearns I believe your quote that is in the N&R today is "you rarely make strong, positive moves.....without some negatives.." Ms. Kearns, I've seen you in action for over 20 years and I have never seen you make a positive move.

It it time to actually address the real issues that the schools face while trying to educate the kids. What educational studies did you reference when coming to your conclusion that it's in the best interest to continue a failed plan?

What background do you have in education that qualifies you to even take a stand? Do you have children involved?

AND to the "Minority" of the editorial staff that does NOT agree with the plan. (I'm assuming that the editorial staff is NOT in 100% agreement or you would have said the piece was written with 100% agreement within the staff.)

Also, since the "majority" is so convinced that this is a great plan, please identify who wrote which part? Do you take turns writing every third word?? Did you split up the paragraphs? Did you all happen to come up with the same exact wording therefore, "everyone" wrote the piece of crap?

C'mon "Majority of the editorial staff"--stand up and be proud of your writing! Claim it, make it your own.

The CC meeting is tonight,at the old Courthouse in Greensboro.Start time is 6:30.The Executive Committee of the High Point Republicans will be there and speak in support of ALL Republican members.Also a candidate for HP City Council,5th ward will be there.If you live in North HP and are as frustrated as I am this would be a good time to meet someone who seems to care! Regarding the article on the School Suspension Forum, the charts were interesting but inconclusive in breaking down the ratios because they really didn't say how many white/black at each school to start with so the real ratios could not be calculated. (not your fault - I am sure the $122K per year statician might have figured this out.)

Of interest was the solution to suspensions comment by the substitute teacher (sad) that attended. She said we should have a two week training period for parents and PAY them to attend.

Now we have to PAY people to be good parents????

I think many would "just pass GO" and collect their $200 and still have their kids still end up in "jail".

I don't understand what this would solve. Alternative Learning environments are the answer. ANY student who continually disrupts the classroom and prevents others from learning should not be in that classroom.

Can anyone tell me why rules do not have to be followed.

At its July 12 meeting, the school board voted to prioritize the 28 projects in the $300 million construction bond, intending to use money from lower-priority projects to pay for others because bids were starting to come in over budget.

From the N&R archives:

"The Guilford Board of Education created a priority list Tuesday in case money runs out before all 28 projects can be completed.

Superintendent Terry Grier told the board that if bids continue to come in too high or additional funding can not be found, the district will have to delay about $30 million in projects.

The approved list puts a new Jamestown Middle School, renovations at Ragsdale High and work at Guilford Middle School below the cut off point for available funding under the revised cost projections.

If Jamestown is delayed, the district could end up using Allen Jay Middle to handle overflow, Grier said.

Allen Jay would be available because it will be replaced by a new Southern Middle School, which is higher on the priority list.

Grier warned board members in March that soaring construction costs could
affect upcoming projects."

Anyone who knows what they are doing (the key words here are "knowing what you are doing")when in comes to construction, knows that the estimating and bidding is a very crucial part of the total package. What is wrong is the continual shifting of funds from bond money, magnet money or whatever other than their intended use.

Northwest has long been overcrowed and has gone without for so long. Too bad that NWH is so overcrowded and will see little relief coming from that bond money.

I would think that Linda Shaw will have to represent her constituents and vote for the funds. I only hope that she won't make it easy. I would imagine Trudy and Linda will have a few questions of their own.

With Linda Shaw and Darlene G the northwest area
is so fortunate to have great reps.

Too bad SW can't say the same about their school board rep.

Northwest will be rolling in the property taxes. I have heard from many realtor friends that this is the area they are recommending to newcomers. I guess Mayor Becky's city will be losing lots of tax dollars along with the dwindling furniture market.

Outsiders are also seeking out the Grimsley School district they have heard so much about. Greensboro will only be happier.

I closed on my new home in Oak ridge last week having sold my house in North HP a couple of weeks previous. I had to take a lower price than I wanted to sell but figured it was worth it,
My son will now be going to NW middle.

I am so relieved to be out of High Point!

Money can always be replaced but your son's future cannot. Best of luck in your new location. I know what you will miss about North andI stress NORTH High Point is the good people. It's unfortunate it has come to this.

I hope for your sake that the mixing of the numbers and the shifting of kids and the craziness stays out of NW Middle for awhile. Those people in the northwest county seem great too.

Always remember there are advantages to going to a second rate school. Harvard, for instance, only takes about one child per year from Guilford County. If the choice is between an outstanding student at Northwest and an outstanding student at Andrews, the student at Andrews will probably get selected. Harvard would think that being outstanding in a poor school reflects determination that may or may not be present at a top-rate school. If you are going to a poor school--do not despair, make the best of it.

ways when there were 28 to 30 kids in one (1) class with one (1) teacher and yet kids
actually learned how to add, subtract, read, draw, and, yes, respect themselves and the
authority figures over them. I'm talking about the old-fashioned Mothers, Fathers,
Teachers and Principals and not this Modern? ever so changing - can't make up their
argumentative minds Politicians and School Board Members that make the statements
like Merger of Schools and Redistricting won?t go away! Would someone, with some
common sense, let me know why we have to change what was working with our schools,
back in the Old-fashioned? days? Does anyone understand that the kids, including
myself, back in the Good ole days were brought up to have prayer in school (and, yes,

not getting a common sense education and they are going to be left with a debt that can
never be paid just because all of the Politicians and Board Members have lost their

In the past several years, can you see where the School Bond(s)and Millions of Dollars have
been spent? I can't! We are getting absolutely nothing for these dollars except deeper in
debt, bigger salaries being paid out, and raising a society of children that cannot carry an
intelligent conversation. Is this our future American Leaders?
We are all paying enormous taxes and enormous school taxes, maybe we should demand,
immediately, our tax monies back and put our kids in Private Schools or Home School
them so they can learn the basic skills, morals, values, and principles, that will get them
through life. Is it too late to take our children back and hold and love them, before they get
so confused they don?t know who or what to believe? Does everyone think that this
?computerized? age, with all the ?if we don?t do this today it'll be outdated tomorrow is
working?? If you believe this, think again! Our Children and Grandchildren need role
models not idols, cell phones, internet and computers, tv?s, dvds, etc. Could this
be why drugs and suicide are on the rise?
