Emergency BOE meeting

The Guilford County Board of Education has called an emergency meeting for 1 p.m. Friday to reconsider the Northern High School construction bid.

Tuesday night, the board deadlocked 5-5 on a proposed $37 million contract to build the new high school. Some board members weren't happy that the bid was $10 million over budget. Others expressed concern that no African-American contractors received any business.

I hate the bid was so high, but at the same time, many other over budget items have been approved. We need that school so desparately! I would hate for the school not to be built until 2008. If there were true reasons to vote no other than the minority bid issue I would feel better. BTW, there were minority bidders, just not African American. The law has been followed, as per Mr Duncan and Jill (attorney)

I have never seen the plans for Northern, I'm sure you have. Is there anything out of the ordinary in those plans? Does it have anything other than classrooms, computer lab, cafeteria, gymnasium, etc. etc. that could be putting it so far over budget?

I thought I had heard that GCS had a standard plan for elementary schools, one for middle, and one for high schools. That would seem to be wise so you are not paying architects over and over to design a new school. If Northern is a "standard plan" it doesn't bode well for costs of future schools.

Southwest HS is essentially a big square brick box. It seems that other schools could be built in similar fashion, get the kids into classrooms, and save big bucks at the same time.

Maybe they could save enough to put Ragsdale and Jamestown Middle back on the list?

The biggest factor that's driving up costs is the skyrocketing price of building supplies. This is due to the building boom in China and the recent gas shortage. This isn't just a Guilford County or a North Carolina problem; school systems all across the country are struggling with this.

The school system lucked out during the 2000 building campaign; we had a soft economy and builders needed the work. Now, the economy has picked up, supplies cost more and there are other major construction projects out there (GTCC and A&T, for example).

Could the school system save money if the rebid this project? Maybe or maybe not. Either way, they're going to fall behind schedule if they rebid this thing. As Debora said, this school is badly needed. I don't think there's any doubt about that.

I don't pretend to have the answer, but it's a tough question.

Doesn't Northern have special needs as far as water/sewer go (no city service)? Isn't it supposed to be a 'green' school i.e. cost more up front but saves energy=money in the long run.

That's right, jwg. GCS officials said Tuesday night that putting in water and sewer will be much more expensive at Northern because that area isn't on city utilities. That has contributed to the high costs of the project.

The "green" features are scheduled for the neighboring Northern Middle School.

Deb and Bruce have made some excellent points. The problem is when the school was budgeted it was a different economy. When the budget was made after the bond money, it was just that a "budget". You have all the factors Bruce has mentioned. It is gambling to think a new bid may come in cheaper. And you cannot bid the project exactly how it was designed before. There must be changes. You take the risk of deleting items and still paying the same over budget price with an inferior result.

It was also mentioned a the SB meeting that there has not been a high school built in many years. This is a valid argument. A high school requires a lot more because of their sports facilities than, for instance, an elementary school.

Site work is VERY expensive when you need to add water and sewer lines. Even if it goes smooth, it is still costly. There can also be additional delays due to weather and other factors that may come up. Everything has a domino effect. There may also be future material shortages to deal with and delay in delivery times at each stage of the entire project.

Anita asked a very legitimate question about the $800,000 difference in the one subcontractor. However, this can easily be answered with a phone call. And Joe Hill gave a valid explanation there too. It could be a difference of what the sub and contractor worked out who would provide what.

This school was needed "yesterday". That end of the county is only continuing to grow. How many more trailers can they cram on that property? It is now a maze to just go to sports games there.

And the law was followed for minority bidders as Deb mentioned. It is nice to see some women getting some of these jobs too.

I agree with you about Deena. It is getting very old listening to her rant and rave ALL the time about how unfair this school system is to minorities. She is also currently upset with the staff brought into help Andrews. She wants to know what makes them qualified to work with the cultural diversity at that school. I think the time for her to resign is long past due. She has no interest in helping ANY child in Guilford Cty. Her only purpose seems to be stirring the pot....maybe she is preparing herself for a seat on the County Commissioners.

Deena, like the Jesse Jacksons of the world, do NOTHING to help the black culture. Instead of empowering, they paint a picture of the deck being stacked against them. The oh-woe-is-me attitude is easier than taking responsibility for your own life and success.

I also really admire Dot Kearns! She is the best. I was so inspired by her after the other night I decided to try and do something about the 300minority Company problem myself. There are a couple of colored guys at work so I asked them if they knew of any minority companies.
No Luck. I dont understnd it? Don't they all live or hang out together? I would ask at the rotary club but we dont have any there.
Anyway, I am going to keep trying. Our Company has a office in Atlanta. Gonna call up a couple of folks there tomorrow. Maybe they would not mind being bussed in.
By the way whoever calls Dottie a racist just doesn't understand her.

I was a little sad listening to the three boys who spoke at the Bored meet the other day but after reading a couple of posts I have to agree that it must have been arranged. As someone wrote any white boy in the whole county could of said the same type of things. Would they have cited racism? Of course not!

Guilford County School Board Meeting

The mere mention of this speech still sends chills down my neighbor's spine and will also send the General into a tirade when he reads that this speech has been brought up again.
