More Hijinks

The merry pranksters of north High Point are at it again.

Last month, we told you about their Halloween exhibit, which poked fun at school board members Dot Kearns and Susan Mendenhall. Mrs. Kearns and Mrs. Mendenhall aren't the most popular folks in the world among Southwest High School supporters, as anyone who has ever read this blog or the N&R knows.

As you probably know, the pranksters have a new exhibit up on Southwest School Road. This one depicts a giant turkey named, well, Terry and a group of students asking to go to school across the street at Southwest. But why am I telling you all this? A picture is worth a thousand words....

I heard a rumor from an insider today that a choice plan has been looked at behind closed doors for a choice plan in Greensboro. Potential schools affected: Grimsley, Page, Dudley, and Northeast could be potential schools involved. Anybody else heard anything else about this?????

Speaking of Anita. Kudos to her! I caught only part of the SB meeting so far. I am taping the entire meeting it as usual. (Hope my tape doesn't run out while discussing "the raise" and all the breaks they will need to take.)

It is sometimes hard to follow everything as being in the "TV audience" you don't have the copies they are looking at. While discussing the improvement plans for Andrews she pointed out that Andrews IS NOT a magnet school. HOW TRUE!

She also mentioned something about minimal classroom size - waivers?? I am assuming they may want waivers to the state requirements like they often do for other schools. This is not what is needed. As TG himself and other educators have said 15/1 is an ideal ratio. As WE have said FOREVER that one key to improving Andrews is smaller classroom size.

They don't call her SHARPE for nothing.

First and formost -- it seems like having so much ART influence at SW is really paying off. Y'all are as funny as you are creative. But I must add that it's kind of easy to be humorous given the subjects you're working with.

Second- I was the last official voter at our precinct. Broke a couple of traffic laws to get there on time but it felt good to push the red VOTE button. Hopefully it will make a difference.

Third- Although I agree with you BA that class size make a difference, I still believe that it all starts with experienced, proven, skilled LEADERSHIP. A top level principal has the ability to recruit and retain top teaching talent. Rookies attract mediocrity and encourage complacency. Top level professionals will not pick up the slack of a rookie ..... they shouldn't have to. Why not assign a Mr Gasparella (spelling?) type to Andrews instead of a cushy job at Grimsley? He has High Point experience. If not him, someone similar to Mr Hairston, from the days of old. An organization that has unproven leadership stands very little chance of success. Why aren't the Andrews parents complaining of this?

I'm looking forward to the election results and Grier's evaluation. I'm optimistic, but also a realist regarding the outcome of both situations. Still have to try to make a change though!

And to answer an earlier question, I didn't see anyone driving the wrong way on Southwest School Road. But some nice folks did wave when I was taking those photos. They seemed to get a kick out of the display, too.

The GCSB has a problem. With the 300Million USD bond they are committed to spend 10% on minority companies. Deenha is mad because now with almost 50% spent they have about 2% participation.
I actually think she could be right this time ( in theory at least). The "staff" are trying to improve but they can't find any solution. I bet the real reason is that the contracts are going to the Ol boys (some probably live in Emoneywood).
Anyway the funny thing was Dot came up with an idea that I couldnt even believe came out of her mouth.
She stated that some of the architects were African American right? So have we asked them if they know of any minority Companies?
Dots reasoning of course is that they all know eachother and hang out together in the inner city in their slums etc...

I watched with disgust the election results tonight. Emorywood and Good Ole Boy Rotary club have won again with Becky the Puppet and her minion. Of course, this means that North High Point will continue to have no voice.

It's so sad, first the school board election debaucle last year and now this. I'm ready to get out of High Point. Anyone want to buy a house?

Agree with you Tim on the leadership at Andrews or any school for that matter. It starts at the top. Experience does pay off.

I was so glad to see that Anita does know the difference between a "magnet-like made up program" and a real "magnet" program.

Well everyone, it is 11:20. I am upstairs typing while my VCR tape is downstairs still running, running, running on "the break". I am hoping the tape holds out. I will have to go down and hit rewind. That is the longest "break" ever!

They must be going over all the perks by now.

You are right on the uptake on Dot's comments. I picked up on that immediately. What sense did that make if not politically (oops) incorrect? Sometimes it is best to say nothing. I was also amazed when Dot didn't know what a bond was and how it worked. I would like to think that most members on that board understand how it works and why it is necessary. Maybe they don't and at least Dot asked??

In all fairness what was discussed in length tonight by TG, Alan and TG's staff made sense. I worked in Virginia for a private builder for many years. When you get into bidding and even more so with government contracts, it is a touchy situation. You MUST follow the law. You do not want to ever be put in a position of someone saying you were "bid rigging" especially with public funds. No matter who gets the bid, cost must be a major consideration.

I thought Nancy Routh had some excellent questions (as usual): a) how many minority subscontractors are actually available in a specific trade, and b) how many showed up for the pre-bidding meeting. This would show how many minorities are even available in specific trades in this state and who expressed an interest in bidding.

The problem is contractors are not going to award contracts to subcontractors unless they are bonded. They are not going to assume the responsibility if a subcontractor walks. Also contractors expect the subs to carry their own workmen's comp insurance for their workers and provide proof. A lot of small business may not do that. In most building contracts besides the bond holder assuming the risk if a sub pulls out, there are usually stiff penalties written into the contract if the general contractor does not finish the job on time. The liability falls back on him. Therefore, it is critical that a contractor choose reliable, experienced subs and figures his quote as closely as possible based on possible material increases. Most contractors choose subs that they have worked with before and feel comfortable with their past work record.

Also in order to get the construction financing, certain parameters must be met.

As was clearly stated tonight, it is difficult to get bonded if you are a small business and do not have the capital and proof of good financial standing. It is a "Catch 22". If you can't get the bids because you don't have the experience or capital, how do you get the capital and bonding if you don't get any jobs?

Also there aren't "fees" as Deena was asking and Alan explained. They are deposits. They are the same for ANY subcontractor bidding on a job. Contractors have to give out so many copies of the plans and they have upfront expenses in the bidding process.

I saw on the news that the Northern contract was not voted on. Even though it is way over budget, how much more will it be over if building costs continue to rise? How much longer will it take for a new school to be build to relieve the overcrowding? This will be interesting to follow.

Sorry to go on an on, but it is truly a very detailed process. Might help some who are interested in watching what happens with Northern who missed the SB meeting tonight.

They did take a vote, Barbara Ann, but it was a 5-5 tie, meaning the vote failed and the Northern project is on hold for a while. They'll have to go back to the drawing board on this one.

Finally the long break was over before 1:00 a.m. (I didn't see you Bruce when the cameras started rolling again. You may need to put me on retainer.)

THE VERDICT:

Someone feel free to correct me if I got this wrong. Dr. Grier did not get a raise "for now". The school board will begin setting specific target goals at the next meeting to be met for the remainder of this school year. In August, if these goals have been met, TG will receive a raise, retroactive. The amount will be based on the rate that the teachers' received this year.

What we will all have to watch for is how specific are these goals? Can they be tweaked by an expert stat guy. Time will tell. But at least this has the ability to expect accountability or as they say in the business world "Management by Objectives".

One final comment on the "contractor/subcontractor" discussion at the meeting tonight. It was also mentioned that you can only break out so many trades from the general contract to be bid separately. If you continue to break out so many items, you become the "general contractor". (so why would you be paying a contractor to do all the coordinating?)

I thought that was also a very good point.

So Bruce, on Northern, are they starting back at the beginning and getting a whole new plan drawn up?

The Northern mess can be attacked from several angles. We have to change the 'scope' of the project. The attorney said this could be as minor as the time required, or we could hire another architect (that will take a year for new plans), we can delete things (like the aux. gym)-- and rebid. Of course I think the new school needs the aux gym. We are currently putting those in most of the older schools so why would be build a new one without? We could make the size smaller (that would be stupid since we know we will be adding trailers probably from day one)

No matter what, the HS will not open till probably fall of 09 now! The bond passed in 03, so that means 6 years of this mess. Remember it takes at least 22 months to build a HS and in the mean time the grading etc will be done, and just sitting there.

It is a mess. And that is 22 months of all goes smooth: weather wise, site work wise, dependable subs etc.

If they literally go "back to the drawing board" with a new architect and another architect's fees that goes along with it, and if the cost of materials continues to rise they may end up paying more for getting less.

I know you will follow this issue closely.

Best to you yanks on getting a new school one day.
Pretty soon, there may not be room for trailers, you may just have to stay home and watch lessons on cable TV.

Just an observation... Why does GCS have champagne tastes on a beer budget when it comes to constructing new schools? It seems they have set a precedent by spending millions and millions on the FEW projects they have completed.

IMHO, we do not need schools that you walk into and ooh and aah... We NEED classrooms, four walls, a floor and a ceiling, and a QUALITY teacher in each one.

You see Grier is used to things being VERY GRAND. Only the best for the children of Guilford County. Of course, my child gets to sit in a trailer all day with only 2 little port-hole windows...I wonder when the trailer-trash kids will get to utter the words "oooh and ahhh".

Families have been begging for Grier to cut the fluff and give us the basics. I imagine if he cut out the expensive High Point Chop House plan that he could throw together many more of the classrooms that you describe.

Grier's Grandover mentality is driving families away faster than the dropouts are droppiing out.

You might be on to something. The CEO of a large bank domiciled in Charlotte has been quoted as saying, "There is no need to look at providing value-added services until we are considered 'EXCELLENT' at providing BASIC services". Our self declared CEO should adopt this motto. We'd be far better off!

Of course- what does that do for his resume'?
