He spoke to state education officials Wednesday about the annual Education Week report, which this year examined how states are doing on standards-based education. (In English, that means "testing student knowledge.")
North Carolina is one of the leaders in the nation, with an established program under its belt by the time the federal government required testing through No Child Left Behind. You might be more familiar with the terms EOG and EOC, which stand for end-of-grade and end-of-course, respectively.
How do you think the Tar Heel state's testing program is doing? Is Education Week's analysis correct: North Carolina students are improving under state assessments?

How can we "Stumble" on the NAEP tests (N&R Oct. 20) yet look so grand now in Education Week's article?
If these results are anything like Newsweek's list that named many GC High Schools as the top in the nation, then it's just another big ass joke.
For me personally, my concerns are how are we doing locally, like right here in Guilford County. And I have to say I'm very un-impressed. I don't have to go to a national magazine to see that kids are graduating without the basics, or that teachers and principals are existing in droves, or that the the system is losing the high performing in droves, or that the friction between the administration and the community is as cold as the Queen of Narnia.
Nope, totally un-impressed.

There has been some improvement, but it is due more to the pressure to teach to a test than real student improvement. If you spend a whole year talking about testing strategies and focusing on math and reading only (some middle schools only teach science and social studies for half of the year)there is bound to be some improvement on tests. The tests are multiple choice and a student has a 25% chance of getting an answer right though simply by guessing. The exception are the state writing tests given in 4th, 7th, and tenth grades.
Overall, I have seen achievement go down. Many students on a secondary level (6-12 grades) are several grade levels below where they should be in reading. Also, writing skills seem to be weaker and weaker each year that I teach and I hear from other teachers that this is a common problem at many schools. While I do not have a problem with accountability and assessment, I feel that high stakes testing takes time away from meeting many student needs. Students need to be able to communicate effectively through oral and written expression about a variety of topics. The state writing tests address this, but many students only receive direct writing instruction during the years that they are tested on it due to the time it takes to teach writing and grade work. Students also need math skills up through Algebra II if they are planning to take the SATs (necessary for applying to colleges). Many students begin with technical math and remedial courses at the high school level because they still need help in many of the basics (fractions, percentages, graphing, etc.).
Another issue that I have become more aware of is the number of EC (formerly Special Ed.) and ESOL students (students whose second language is English) that are required to take tests that they are not ready for and may not be for some time. It would be more beneficial to work with these students on their language skills and other needs and not just be focused on helping these students pass a test so that they can move on to the next grade level.
Ideally, tests should assess the skills and knowledge students have gained over the course of a semester or year. However, if students come in to a grade already below where they should be, you have to start with where they are at academically and take them as far as you can. The skills they gain and improvement they achieve may not show up on a test.
That's all I have time to share for now. I got up early to work before school and time has quickly gotten away from me!

I agree with Andi about "teaching the test". This is at the elementary levels also.
I read in the alternative newspaper that children who fail the Gateways and EOG's still keeping getting promoted. Why do we even have the Gateways then if they are being circumvented? Children have other chances during the summer and there is intervention. But something is not right if kids graduate and then need remedial classes to just make it into GTCC.
It seems there is much to be said for the Workforce Preparedness Study that HP is doing. But we already KNEW this. All you have to do is study the GCS statistics. If kids aren't at the levels they should be, it's common sense they are graduating without the proper skills. It just documents the facts (conveniently after Fantasia went so public about the problem).
And it is not just High Point schools who have a problem. Read the report card. It is several schools throughout Guilford County.

The question is WHAT IS BEING DONE ABOUT IT to address the REAL needs of our children and not just put them on a bus.

It's true that N.C. slipped back a little on the 2005 NAEP tests. But the Quality Counts report looks back at the past decade-plus.
When you look at the big picture, N.C. has made as much NAEP progress as any state in the country.
