Board wants to create separate Smith Academy

School officials will go before county commissioners (scroll down to page 6) tonight to get approval on using state and county funds to create an early college academy for Smith High School.

Our editorial board offered its opinion on that issue today.

The crux: some of the money would come out of the 2003 bond.

It's kind of a confusing path that goes something like this:

The state money the district wants to use for the Smith Academy needs to be matched by local funds. Typically that comes from capital outlay. But the board has been charging some of the 2003 bond costs - specifically the use of classroom trailers - to capital outlay instead of the bond. Rising construction costs have put the bond projects over budget already, not including the trailer costs. (Read previous stories here and here.)The school board put the Jamestown projects at the bottom of the list when it prioritized projects after construction costs started to go up.

So school officials want to charge back the trailer costs to the bond, freeing up the capital outlay money they had used for the trailers to cover the local match to the state money for Smith.

Phew. OK, did you get all that?

The idea behind using the bond money for Smith is that there won't be enough left over for the Jamestown project anyway - the other bond costs have already eaten into it. We don't have an updated tally, but it was about $11 million back in September.

Should they let the money sit there until they can scrape up enough elsewhere to do the project or spend it now on students at other schools?

How is it that you understand their thinking so well Jennifer? Is it because Grier tells you exactly how to write it or did you actually get brainwashed into believing it all?...or is it because you don't have kids that are getting the shaft?

A reminder..buildings don't educate. Phew..did you get that?

It should be illegal to use bond funds approved by tax-paying voters for anything other than the projects listed on the bond on that election day.

If this is approved, it looks like there will still be a couple of million left for the Jamestown Middle project. I guess next month the school board will be asking the commissioners for that money to support a raise for Grier and themselves.

It has to STOP.

Why not rebate the money back to the taxpayers of Guilford County if there isn't enough left over to finish the job.

Or let the taxpayers decide what to do with the dollars that are left laying around.

Here's some updated information about what is left in the Jamestown project account, which has been chipped away at to pay for other projects that ran over budget.

The replacement school project started at $29 million. It’s down to about $14.3 million, according to Chief Financial Officer Sharon Ozment.

The $294,000 in the request before commissioners would further reduce the available funds to about $14 million.

The total cost overruns in the bond referendum have already eaten up the Guilford Middle project - about $550,000 to demolish part of the site - and $3.7 million for renovations at Ragsdale High.

There are still some projects left to be done and some likely will be overbudget as well. Ozment said the facilities staff estimates the Jamestown project would end up with about $9 to $10 million left.

Then they will find out, THE HARD WAY, that money will not fix the problems in Guilford County Schools.

I read in the Rhino today that Western and Dudley both have vacant positions for the medical careers staff. If we can't find people to work there, how will we staff Smith's new medical careers? How about something like auto mechanics, or body work for cars, or construction (so they can come back and get 10% of the MWBE accts from GCS? Don't put something there that you can't get teachers for.

What will almost probably happen is that in two years time just before this thing heats up again Grier will fire the principal. Or move him/her on to better things!

See last year's school registration handbook. There were SIX PAGES of art electives for SW. Weaver got about one paragraph. Of course, these classes didn't exist. We heard teachers had abour 24-48 hours to make up some classes that sound good. We all heard at the Ray Collier forum last year that they "list" classes. If they don't get enough kids to take the class, it is dropped.

You don't actually have to have the class, just list it. Sure looks sounds impressive on the surface.

Let’s give the school board eminent domain powers that would be great. Not only would they have all the money they can also take all the land they want from whoever they want!

Wonder whose neighborhoods they would use that power on?

When those High Point tax dollars start disappearing and the county is forking out more and more cash we all know who to thank.

I guess the school board next stop will be at the High Point City Council meeting to ask for public transportation to be extended into North High Point. The High Point City Council should honor that request being they have supported busing in the city for the last several years. The least thing the city of High Point can do is foot the school transportation bill.

I have heard every senior in the school system would possibly qualify.

How many senior's are there?

This could easily be over 100,000 dollars that could be funneled into the Smith project.

We have around 150 seniors * 40 = 12,0000
Figure this up for each school and you have your Smith school funds.

The county commissioners need to investigate the waste of our tax dollars by our superintendant.
Busing and unnecessary testing would probably build the new school for Jamestown.

Don't get me wrong I would have loved to have had them pay for this last year, but most students that needed to take the SAT have taken it already.

The rumor is that this is to improve the test scores for Grier's yearly review.?????
Maybe this is why I cannot get a straight answer.

I agree with just "write them a blank check". The commissioners will do it sooner or later anyway. Just finish out the Jamestown Middle funds and be done with it. Until the hit "bottom" the commissioners do not want to recognize what is going on in our schools. Heck give the rest to Dudley. The Rhino stated that after their $30 million renovation they are on the new "survey" for more renovations. Heck make it look pretty. Who care about education. It will look pretty.

Give it all to them. Build the best building. It will give them more halls to gamble in. They can buy more TV's to watch the black entertainment channel all day. This what the Rhino reported yesterday. Amos cares but it doesn't seem to be enough.

It is time for us to start concentrating on children who want to be in school to learn. The time has arrived for charter schools and vouchers. Let the lobbying begin. It is time to just go private and be done with it.

Bingo! You might be on to something. I would suggest writing the commissioners and asking them about the money. Make sure you preface it your e-mail that "this is not a negative e-mail" but I would like you to find an answer why we are spending all this money on students who have already taken the SAT's. If you watch the commissioners meeting last night you know what I am talking about.

I do remember when the one high school did a petition about this students weren't pulled out of class take the course to study for the SAT's. They were being pulled out of AP classes to do this. Anita Sharpe was a strong voice then. Why don't you write her and ask. Darlene Garrett might help you too. Also Nancy Routh.

Does anyone know how many students are actually enrolled in the DUDLEY early college program (or whatever it is called, Dudley Academy, maybe)?? I feel like I saw this figure once but don't remember where. I think it is a really low number. When they first started talking about the Smith program some weeks back, I posted that I was skeptical about there actually being lots of students who would be qualified/interested in enrolling in the relatively rigorous curriculum of the medical careers academy. So, I am wondering how much of a demand there is at Dudley for its academy program. Anybody know?

It doesn't matter that there are teaching vacancies at the other "medical carreers" sites. The actual facts don't matter. What matters is the illusion of doing something which Terry needs so desperately. Everything the man does is for illusion building. Milk some money, feed the pension, get through the week etc. He needs to stay off the hook as long as possible under we can't take it anymore and it's time for him to fly. It's not his money he's wasting. Tell 'em you're going to build a "world class" medical program at Smith, tell them anything. Nobody will question you. The press? Forget it. The commisioners? The one's who are onto him are outvoted. Terry will stay until right before the next bond referendum. He will leave, the schoolboard will declare the "dawn of a new day" and people will be so overjoyed they will hopefully vote the bond. Conned to the end

The NCLB ratios are just perfect now for all the Hell Point schools. No more Title I opt outs. Diversity Dog is not needed anymore. And he was looking forward so much to auditioning for "Annie".

Heard the festivities were great. Finally got to watch the commissioners meeting tonight. Did I hear Bruce D state that any child could go to any school they wanted? Do we now have "Open Choice"? Have I been out of town too long? Did I miss something here?

I know that was not true with the fixed lottery assignment plan.

I heard him say something like "a child do want to go to Southwest" and Judge Manning should close Southwest too. I saw those kids on that bus by the elementary school. Those Parkview kids did not look happy being on THAT bus.
