School systems react to judge's mandate

Last night, Guilford County Board of Education members reacted to Judge Howard Manning's mandate to fix failing schools or face serious restructuring next year.

Here's how Charlotte reacted. (Registration may be required.)

Today's story focused on Dudley and Smith, but the board also voted on a few items that might interest someone out there.

The board:
• agreed to use the proceeds from selling the former Rena Bullock School to help pay for part of the renovation work at Southeast High School. The state Department of Environment and Natural Resources is requiring that a water line be extended to the school, which will cost about $650,000, said Kevin Lear, the school system’s chief operations officer. The current $1.5 million project for classroom additions and a cafeteria expansion does not cover the waterline cost, he said.
The school, which closed in 1988, could bring about $163,000 based on the current offer.

• delayed a decision on redistricting a portion of Southwest Elementary so the board can review demographic data and to allow for public comment. The proposal was overlooked when the board completed redistricting last month.
About 100 students would be moved from Southwest to Colfax Elementary. But they would still attend Southwest Middle and High schools.
The affected area is south of Interstate 40, west of Sandy Ridge Road and north of Clinard Farm Road and Piedmont Parkway.
The move would take effect when a new elementary school opens to serve the northwest area, likely in 2007.
• delayed again a decision on the Simeon Stadium deal. This was for a technical issue. The lawyers needed to include in the final contracts the full legal descriptions of the land involved.

Public comment? Jenn, you have to be kidding. In fact, savvy parents out there would do best to not even go to the hearings themselves but stay home and instead hire some professional actors to go argue for the exact opposite of what they really want, then it might have a chance of getting passed.

Jenn, any reason why Darlene Garrett's statement to Grier about "why weren't smaller classes tried at Andrews and Central" when he mentioned it in reguards to his action plan at Dudley and Smith? Probably an importatnt point after the two year bloodbath here. I'm sure it was just an oversight, huh? And no mention of "diversity" as a remedial tool? Wasn't your reporter curiousity piqued in the least by the glaring ommission of even passing mention of this in reguards to Dudley and Smith. Ooops, another oversight, accidental also.

SCHOOL BOARD NEEDS TO HELP PULL US TOGETHER!
The Board has alienated a majority of High Point and Jamestown by redistricting and siphoning funds from two promised projects that the voters funded with bond money. They tried to mislead County Commissioners into thinking siphoning was for voter approved projects when some was for “new” pets projects of TG.

They have created a whirlpool of media backlash for trying to mislead public on drop out rates, but press was first to question it. Now they are told by judge they have a sorry state of affairs at Smith and Dudley and are under the gun. There is so much anti bond sentiment and anti tax increase sentiment that primaries will be difficult for those voting tax increase on the commissioners’ race that our schools as a whole need public support like never before. Support from County Commissioners is waning.

Yes, the School Board needs the public more than ever, and now they face alienating more voters. I wonder if they would consider not redistricting High Point this year and let it be for a couple of years, quite bussing kids needlessly past their neighborhood school and admit a mistake may have been made, and in order to save money, the busing will have to be scaled back. All Guilford should be treated the same. I wonder if they did this, maybe the new neighborhood groups forming to fight them over the summer might stop. Maybe the public might be more helpful to their cause? One would think about it anyways.

This would allow smaller classes at Andrews and Central. The parents at Southwest wouldn’t mind a bit of crowding and trailers, they have that already. Save Money, Fix PR problem, improve education, might work. A new High School for Colfax would garner heavy support from Jamestown, High Point and Colfax area as well as Northern and Northwest. Building Jamestown middle a bit larger and a new Colfax middle would solve the problems of a large geographic area and endear the Board and Commissioners to a large portion of the population as well.

For High Point, the board swaps kids and institutes a radical busing plan. No emphasis on education, lowering class sizes, etc.

For Greensboro, the board is genuinely concerned about lowering class sizes, adding resources, ensuring the best teachers are there are being paid higher salaries.

Was there ever a doubt that there's a double standard here?

Jennifer - could you ask the board members about this? They don't respond to High Point parents.

I agree, this is inappropriate, as would most people, and certainly anyone, such as myself, who earns their living in High Point would think. As LIVING up here, I totally understand it, however. Are you aware that on the GCS website that the Board has a legislative agenda that includes to "Grant local boards of education taxing authority." This is an official objective of the School Board. Interestingly, if they do get this authority, they can assess whatever taxes directly on property owners that they choose. If they ever get this direct taxing authority, they don't have to be concerned about influencing the county commissioners to give the funds that they want. Now that is a matter to be feared.

am i the only person, not associated with guilford county schools, to have actually requested judge manning's report(s)? done further research?

judge manning has no authority to close any guilford county schools

judge manning's reports have made reference to terry grier's and his board's poor performing schools (not just smith and dudley) for years and this guilford county school board has not improved performance yet.

these schools' overall academic performances (as meassured by state/national standards) have spiralled downhill since terry grier was hired and since most of this board was in place.

everyone who reads this blog knows that central and andrews have had similar performance issues as dudley and smith for years. actually, smith and dudley perform better than the high point schools.

does anyone else think its odd that grier's (& some board members') reports that impoverished kids don't learn as well in "isolation" (isolation being defined as their neighborhood schools) somehow fits high point kids but not those kids who live 10 miles away. high point kids cannot learn in isolation, but greensboro kids are very capable of learning in isolation - of course they may have the luxury of smaller class sizes, more teachers, more resources and more money ---- oh yea, lets not forget, a hell of a lot more political infuence.

look beyond smith, dudley, andrews, central - every one of our high schools needs serious help (maybe not northwest). i'm all for helping all of our schools. do it fairly and with good conscience. do it equitably not in a discriminatory manner. be as good a steward with my tax dollars as you are with your personal funds.

take more from bond funds, increase sales tax, need more money in annual budget, need another bond referendum, want taxing authority. geez, give me a frickin' break.
i got an idea, before we throw more good money after bad (my money tree's gotten pretty bare - had to work hard to pick the latest crop).
let's see how this year's test scores come out. i believe that they should be coming out pretty soon. and, i prefer raw data, before it's had the opportunity to make the rounds through central office.

Today I heard a caller call in on a local radio talk show. He said he and his wife had just moved here to DAVIDSON county because his wife had some high paid job in High Point. The caller was a teacher. They had moved here from Green Bay, Wisconsin. He said he went to a high school in Guilford County regarding a job. He walked in the classroom, walked out in five minutes, went to the principal's office and said he refused to work in such a school. He would never take that kind of DISRESPECT and work in that type of environment. He did not want to give the name at first but finally he said, okay it was "Andrews in High Point."

My point in relating the story is this. We just heard Walter Childs say things are better. Better than what? This is not to put down Andrews or anything there that is working. But before ANY of our schools can be helped and focus given to education, we must INSIST that discipline and order are restored. If even teachers won't even come to teach in our schools, something must be drastically wrong. There was supposedly a freeze put on teachers leaving.

If Andrews is on some judge's pending "big list", and state teams are in place, why should ANYONE be forced to go to such a school. The state teams should be able to go in and evaluate. They should be working on solutions, not throwing more students in the mix.

Do you see anyone being redistricted to Dudley or Smith??? They are on the judge's list.

As Darlene said the night of MapC3 vote, "THIS IS WRONG." Our best chance is to put all our collective efforts into getting Garth elected. We must restore order discipline fairly and across the board in ALL of our schools. Otherwise it is a lost cost. ALL of our schools should be good. No one should be afraid to go to school.

I know this is kinda old news, but I still can't get Marti's "farewell letter" off my mind. I mean she implied that since her child is now through the school system, what would be the point, and implying that her strength on the board came from this. In other words, since she doesn't have a child to "protect" or advocate for and keep other people from shafting, why even bother. Let's see if Marti's kid made it through highschool without getting sent away to a school where the state intervention team has taken over: Looks like an "affirmative" on that. Now, don't get me wrong, I'm happy the ol' Marteroo is packing the old jelly bucket and heading down the road. I could have done without the "oh, by the way, before I leave, how 'bout if I shaft your kid", but that's Marti, gotta love her.

One wonders about her replacement. Her replacement could come in and send somebody's kids (obviously someone from another town and some parents who have no schoolboard rep)away from their home school to a failing school against their parents' wishes (while sparing his own child, of course) and be villified as an SOB, or he could take the high road, bus his own kid (if he has any) across town to a Manning school, and be considered INSANE! Marti took the first, which is probably human nature.

Allen Johnson was right, it's a thankless job. They may lose either way. Clearly, the only solution is to ban forced busing. Get all parents everywhere on board with education, not this constant fight and silly game of "musical shafting". You have to ban the bus, except to schools where the parents want their kids to go.

You forget one minor, little, teeny tiny detail. Marti avoided the infamous SOS Rhino ads that Dotty and Susie were subjected too. Do ya think she was a little scared about the book of e-mails she wrote to the public coming out (among other things)?

Oh and by the way on those Rhino ads in the Page district, if anyone cares to check the details at least three-fourths of the money for the Kris Rhino campaign came out of her OWN district! Title: BOARD OF CONTRADICTIONS

I find it interesting that the Education Summit that was mentioned in today’s News & Record stressed a report that American students are falling being their international peers in math, science and technology. On a similar note, the HPE Sam Houston added that “curricula must change form a ‘nice-to-know’ (Shakespeare) to a ‘need-to-know’ (math and science). The changing work force is less rooted in ‘creative’ jobs like inventors, writers and musicians, and has moved into highly skilled jobs”. Jim Morgan, Chairman of the Guilford Education Alliance added that “we are aware of the dramatic changes in the workforce happening every day.” On a similar note the Worked Preparedness Study conducted by the city leaders of High Point confirms that our students are not ready for today’s work force. Add to that fact the recent, depressing report that came out on our county’s math scores.

I find this timing and presentation of all these reports very fascinating. About a month or so ago, there was a seemingly well orchestrated PR campaign to push for the Arts in our schools. We all read several articles about our children and the importance of the “Arts” in the papers; how beneficial they are. We even heard our young musicians and singers perform around that time at a School Board meeting. I must add, I did immensely enjoy watching these talented children perform. It sure beat the recent board meetings as seen on TV.

What is the focus now Arts OR Math & Technology?

I would tend to agree that the latter is of utmost importance in today’s real world. The Arts is the icing on the cake. Why then did the High Point Lottery Reassignment Plan put all lots of money, time and effort into making Southwest High School and Arts magnet. Several months ago a school board member from High Point told me “if these kids want these programs (dance) we have to give it to them. Well my kid might want to eat chip and dip every day for breakfast, but she doesn’t. It would not be healthy. It is your duty as public servants elected by the community to provide our children – ALL of our children with the educations they need to make it in the real world in a safe, violent free learning environment.

Another recent document by the Guilford Education Alliance stressed the importance of sports, music and after school clubs to help children struggling in poverty. They even suggested that academic requirements to get into some clubs be eliminated. Now I read in today’s Rhino “School Violence and Gangs, No Relation” page 9, in an article where county officials spoke to some parents at Ragsdale recently about the gangs in our schools. Article ends “Some suggestions that the officials gave to parents are……participate in family activities, involved children in SPORTS, scouts, CLUBS or dance, establish and enforce home rules, and spend QUALITY TIME with children.

Now I ask this questions how are the Parkview students who are being bused 11 miles to SWH and have not public transportation going to be able to participate in sports, clubs or have time with their families? This has been stripped from them. Six of you voted to take this away. GEA said how important extracurricular activities are. We have law enforcement agencies who deal with gangs saying what important prevention tools these are, so why did you knowingly vote to take these activities away from these children?

We have heard in High Point the past several months that children cannot be educated in “isolation” that they need “diversity”. Yet when it comes to Greensboro, Dudley and Smith, there is absolutely no mention of this. We hear “education, tutors, resources” as it should be for ALL students, not just Greensboro.

We all heard over and over how High Point is “different”. At Penn-G forum a High Point City council member even said how High Point was “different” from Greensboro in reference to not dropping the “Choice Plan” while addressing Mr. Quick.

High Point finally gets the point. We are different. Our families, children and our schools are treated quite differently when it comes to solutions for education. Why is that? What happened to the goal of ONE COUNTY MOVEMENT?

The discussions at the last board meeting and the ongoing trends with redistricting and other issues these past several months, point to the biggest contradiction of all ONE COUNTY for GREENSBORO; HIGH POINT is DIFFERENT.

Members of the Board can decide to stop being HYPOCRITS and vote to restore old attendance zones to High Point, allow open choice plan without forced lottery, make improvements like smaller classes at Andrews and Central and other remediation like they say will help Dudley and Smith treating High Point the same as the rest of the county and then get on with helping the rest of the district as well as getting bonds and budget money without fighting activist parents.

SIMPLE, DO ABLE and EASY…

Try it.

Add a larger Jamestown Middle and Colfax High and we will fight tooth and nail to support new bonds as well. What do you say?

Bonds are a strange creature. The BOE puts 'needed' money where they can get votes. Spread the money into each area of the county and then we all should say, -oh we need that xxx school so badly, lets support this bond (just put in any school. They have done that in my area for each bond. Let's give NW HS some this bond... left over went to Oak Ridge... next bond, let's give them a new middle/hs... upcoming maybe Summerfield and NWMS would be on it... One school NW Elementary wasn't needed, but Susan pushed hard for it, so now they take the Cardinal out of Colfax (recently expanded) and guess what? Not enough kids, so lets get some from SW, let them go to elem. school together, but separate them for middle school and HS. That money could have been for Jamestown Middle.

We have tremendous needs in this county, but I didn't vote for the last bond and probably won't vote on another until I think education is going in an positive direction-maybe other people will go for it, but with all negative out there, I doubt it. This is all mute if the Board of Commissioners don't give the okay to vote on it. I don't get any warm fuzzies lately from them.

I agree with the N&R editorial "Manning's ultimatum" on one thing. “It would be unfair and premature to change principals at either Smith or Dudley, both of whom have barely warmed their office chairs”.

The editorial ignores on thing however. History! In the last five years Smith’s passing rate has actually decreased. They are passing fewer children today than five years ago. Dudley is marginally better than five years ago but both are below 55%.

In SAT scores Smith’s average three years ago was 828. Last year it was 793. Over the same period Dudley had gone from 857 to 830.

Most of our counties High School’s passing rates have decreased as well over the same time. If we compare our SAT averages to our neighboring counties we are the only county with a decrease over three years.

You are right about the principle’s not losing their jobs but Grier has been here all the way along. Surely in the words of the judge “the grace period has run out”
