Taxing authority
I sat in on the school board’s legislative committee meeting this morning. The committee discussed listing the school board’s top priorities to lobby the state legislature for. Among the items discussed was school board funding autonomy.
Some school boards want the chance to separate their purse strings from the county commissioners. Meaning the school board could gain the ability to levy their own taxes. The proposed language would require both the local school board and board of county commissioners to approve of the change.
Many argue the school board has no business having that kind of power. Taxes will skyrocket, they argue. Others say it would hold them accountable and eliminate the “we could have done more if the county commissioners had fully funded our budget request” excuse.
The issue is a divisive one, with as many as seven school board members supporting the proposal.
The issue is at the center of one of the only two contested school board seats. At-Large incumbent Darlene Garrett supports budget autonomy while challenger Mike Stone vehemently opposes it.
Where do you stand?
* The legislative committee consists of board members Dot Kearns (At-Large), Walter Childs (District 1), Kris Cooke (District 7) and Deena Hayes (District 8). Hayes was not present Monday morning. Board member Nancy Routh attended the meeting.

NO to taxing authority for the School Board!
What if the Sheriff's department wants taxing authority?
What if Social Services wants taxing authority?
What if the Planning Board wants taxing authority?
Where would it all end?????
NO to taxing authority for the School Board!

Was this question asked of the School Board candidates last night? In particular were the At-Large candidates asked where they stand on this issue?

The BOE having taxing authority would be a disaster for education. First of all, we would have a different kind of person on the BOE. They would try to fulfill their campaign promises. Second, the BOE cannot take care of the plate of problems before them now, much less take on more issues. People that think that money is the problem believes that money will solve any problem. Why don't the BOE study those districts that are spending less and doing a better job than we do in Guilford Co. If you don't face the problem, you can't fix the problem.

Brian, you keep confusing Darlene Garrett and Nancy Routh.
As for the taxing authority--HELL no.

Who on the board is for taxing authority....
Who is running that is not
...that is who I will vote for..

The BOE should stick to the business of overseeing the education of our children. They have not proved to be responsible in overing the taxpayers money in the past. Many of Grier's trial and error programs are gone after federal funds run out.
Tough times are here for all. They should set priorities, stick to a budget and get rid of some of the useless or duplicate positions in central office. Much of the fat needs to be trimmed now from the top. And, above all, let's get rid of nepotism! That goes for spouses of school board members too when it comes to jobs that are contracted out!

No, no, no,
I did make a mistake in print this week about Kearns and Routh but I'm not sure where I did it again?

No, no, no, no,
I see where you mean. I said Garrett is the At-Large incumbent in the blog above. She is in fact the incumbent for District 3. My apologies.

No apology necessary, Brian. Thanks for covering the school issues. It's not an easy task.
I found this on Doug's blog:
"The question eliciting the most disagreement was about taxing authority for school boards. The tally:
Michael McKinney (at-large): FOR
Sandra Alexander (at-large): AGAINST
Foster (District 1): AGAINST
Darlene Garrett (District 3): FOR
Mike Stone (District 3): AGAINST
Daniels (District 5): AGAINST
Cooke (District 7): FOR"

I wonder if Alexander is just saying "no" until elections are over?

Re-thinking,
What makes you wonder that?

Or better yet as the candidates where they stand on neighborhood schools versus busing at any costs.

For the record, I missed the forum Monday night but I have been and remain against taxing authority.

Way to go Amos. How do you now stand on Buckmtn's question?
Busing at any cost vs neighborhood schools

If the BOE had direct taxing authority, we would be being taxed to pay for the new $60 million administration building. We see that they have no problem running things around in secret and springing them on the taxpayers. Not to mention the $13 million from the Eastern bond that they are using in other schools. (By the way, what happened to all of that money that was raised for Eastern? Did we ever get an accounting of it?) No wonder that the conflicted with the commissioners on that one. Just more play money. Direct taxing authority by these people would just give them a really big piggie bank.
Is there anyone that trusts these people anymore with our money?
Posted on October 16, 2008 12:23 AM
To answer that last question, "NO"...I don't know of anyone that trusts the BOE with money. Which is why I tend to also worry about bait and switch-type campaigning. I agree we could have a candidate say one thing pre-election then change their mind...I specifically don't trust "At-Large" reps. from High Point. They forget they are "At-Large"--like Dot Kearns did for 100 years....I think that's how long it was, possibly longer.
Taking money from Eastern would be the most irresponsible act to date. Eastern parents, I hope you are watching this.

I get that this blog post wasn't about the 2.75% pay raise that the 25 highest-level GCS staff just got from the BOE. BUT...
...how dare they give themselves a pay raise, when teachers were told that the bonuses they were promised had been cut by more than a third because of state budget deficits?!?
And now the same people who awarded that 2.75% bonus (I'm betting it came out of the money I didn't get, but should have) want taxing authority?
That's some nerve.
Posted on October 16, 2008 9:59 AM
Not to mention that Dot wanted to make sure that the raise would be retroactive to July 1.

Ditto "Shame on Them"
I will NEVER vote for an at-large member from "old" High Point. Now if it were Garth from North High Point that is a different story.
Old High Point cares about two things, no make that three: furniture market, the furniture market and did I mention, yes, the furniture market. (Well maybe High Point University since all the old money is now going to name building after themselves.) Guess ol Mayor Becky still wants someone from downtown to get her stadium back to use for market affairs. She kissed the red light money good-bye, didn't have much luck with the stadium so I bet she is now banking on a rep from downtown HP. You can forget what "at-large" means if the elected BOE rep is from old HP.....there is NO at-large when it comes to old High Point. Oh, I forgot, they still have Fantasia and several tat parlors.

Anon above,
What High Point got to do with this?
Boring, boring, boring!
Posted on October 18, 2008 9:25 AM
Please note Eastern was a technical correction, nothing was taken from them intentionally, it was a legal move forced by County Commissioners. My understanding is that there was no reduction in original Eastern plan. To explain whole thing would take pages and then I doubt I have the whole truth from county management.
Anyone deceiving themselves into thinking taxing authority is a real issue to deal with can’t add.
