Subject: FW: Structural Enhancements Needed at Jones Elementary

Board Members:

Administration recently undertook proactive steps to review structural work designed by Herman Fox.  This work includes Rankin, Fairview and Jones Elementary expansion projects which were conducted in 1999.  As a result of a structural review by W.A. Hammond of J. Hyatt Hammond, it was determined that Rankin and Fairview do not require further review.  However, following a field verification analysis of Jones, structural engineers advise that clip angles be added to six classrooms located at the end of each of the school’s three wings.  The recommended work would provide additional reinforcement for one wall in each of the wings to sustain excessive high wind conditions.

Students in six K-1 classrooms will be relocated to other areas of the school to provide access to the affected areas.  The enhancement work will begin tonight and will be completed by Friday, September 1.  Every effort will be made to maintain a normal educational environment for displaced students during this time.

Additional structural enhancement work is also required of two corridors to reinforce those areas against excessive snow loads.  This work will be conducted during a weekend over the next few months.

Watson Construction is being retained to complete the immediate work to the six classrooms.  Work for the enhancement of the two corridors will undergo the normal bid process as we have slightly more time to prepare for this work.  City officials have been notified and permits requested for the work to improve the lateral loads.

The lateral load work is not as extensive as the work recently completed at the three middle schools – there is no interference with HVAC or electrical and no welding will be required, which will streamline costs tremendously.  We anticipate the lateral load work to cost less than $30,000 and will provide you with anticipated costs for the two corridors as soon as the design and bidding process are determined.

A letter is being sent home to parents today advising them of the situation (attached). Principal Bea Jones will inform her staff of this during their regularly scheduled staff meeting this afternoon and Dave Burnett, Executive Director of Facilities, will be on hand to answer any questions they may have.  Dave, along with staff from the Department of District Relations, will also conduct a media briefing at the school to answer questions and explain the work to be completed to media.

As far as we know, no other work was completed in the district by Mr. Fox; however, we are currently undergoing a review process of all construction documents to verify this.  Needless to say, it’s quite disappointing that this work is needed, but it’s a measure we cannot afford to not take.
