Is there more that can be done to protect the elderly from scammers?

It's time to heighten awareness, educate the elderly and hold telemarketing companies to a strict code of ethics. I'd even go so far as to ban telemarketing in many instances. To most, these calls are purely annoying. To many elderly, it's probably not such an annoyance; many of them are very lonely people and probably fall prey more easily than most.
We need to educate older folks on the tools available to them like the national do not call registry; it actually works pretty well.
Most telephone carriers offer caller ID - I don't know if they still charge for it - and if they do, they should offer it free to seniors...don't recognize a number; let them leave a message.
When it comes to a family member taking advantage like that - it just sickens me; makes me want to see physical harm inflicted. To do something like that to your own mother? I can't even fathom it.
