Should county residents contribute more to the upkeep of the Greensboro libraries? Should the city levy a user fee on county residents who use the libraries?

Put a user fee on everybody that uses the library - let's have more users fees and less taxes - if you don't use it you don't pay. Treat it like water or electricity; bill users for what they use.
