Should City Council split the public speaking time into first on the agenda and last on the agenda?

Gee, I'm sorry Mr. Matheny that you actually have to sit there for a whole 30 minutes and actually listen to the people of the city. The business of the city is to listen to the people. There is so little opportunity for everyday citizens to be involved in city decisions that it's no wonder that more people aren't taking advantage of this opportunity. It's a solution seeking a problem. Maybe the council should meet weekly if it is concerned about long meetings (I would be.). Too much of what the city does lies behind doors and is not transparent (see recent efforts to prioritize road projects, annexation, etc.). The city needs to make more efforts to engage the citizens first, and act second.
