Is this runoff a wise use of state money? If not, is there another, cheaper way to handle it?

This is an absolutely ridiculous waste of time and money for one bureaucratic job. Officials will sit in precincts for 14 hours getting paid to do absolutely nothing. The law should require a coin toss for anything less than governor.

It is time for a change. John Brooks has the experience, yes. However, Mary Fant has worked in the trenches for the DOL.
As I recall, she is a decent human being, who is approachable and is concerned about people in NC going to work and coming home alive everyday. Anybody who remembers Harry Payne's leadership style can appreciate this type of leadership.
I hope that the first thing Mary does is revamp how the Wage & Hour Divison does business. IE: Early Retirement for the Director. They can and MUST improve how they do business. If they cannot or will not enforce the laws of people who work getting their paychecks, then why are my taxes paying Jim Taylor to "oversee" this?
I think they are spending way too much money for this race, yes. However it is very important for people who work in NC to pay attention to not only this race, but what happens afterwards.

Yes, the runnoff is a waste of precious funds.
The probem is not the runnoff, but the unnecessary cause: Partisan offices other than the Legislature, Governor, Lieutenant Governor, Secretary of State and Attorney General.
All other Council of State offices — Treasurer, Commissioners of Agriculture and Labor, plus Superintendent of Public Instruction should be non-partisan.
In the primary election, the two top voter-getters are the candidates in the general election. Never a need for a runnoff.
Also, all state and local offices below the legislature should be non-partisan.
That means county and municipal officer holders. Their political partisanship unnecessarily hinders the people's business.
