If there were an obvious career path in the police department and it led to something other than insults and distrust by higher management and acceptance of unsubstantiated allegations by subordinates then I might be more interested in growing the police department. It is hard to have a good team without good management.

More police oficers is not the answer. Getting the currently employed ones to work and take responsibility will go a long way towards solving the crime and response problem the d4epartment is experiencing.
