This is a complex issue. There are several angles to approach it from. First, setting up a food distribution center for homeless people is a potential source of hazard to the homeless -- how can a government ensure that the food distributed is not spoiled, for instance? Next, there's the old saw of "give a man a fish, and you feed him for a day..." What happens to efforts to teach a man to fish if you continuously give them to him while offering fishing lessons? And of course, you certainly can't deny a helping hand to the unfortunate ones who have lost everything through no fault of their own. It's sad that so may places are facing these concerns... but it's pretty certain that this is nothing new. And it will continue with us for a very long time to come.
