People are known in America to go into grave yards for all sorts of non-mourning things: picnics, sitting and reading, jogging. You name it. If they're well-tended, they can be very peaceful places. Setting up a restaurant inside one might seem a little creepy, but if it's done tastefully, I think it could work. Certainly the premanent residents won't object.
