Red Cross has not been allowed into New Orleans.
Red Cross's explanation is here: "The state Homeland Security Department had requested--and continues to request--that the American Red Cross not come back into New Orleans following the hurricane. Our presence would keep people from evacuating and encourage others to come into the city."

Clarification (note to self: slow down, read before posting):
The HS official spoken to by the CitJ was national, should have been state. Subsequent call to state HS went more smoothly.
But still interesting -
