Speaking of management practices, how about Mitch's seemingly new philosophy-referring to the list of police reforms: "For the vast majority of them it's a decision for the police chief to determine how he uses the resources under his control".
This is like a giant sea change and you don't even post on it?????

Police chiefs? Ahhh, easy come, easy go.
Police dept in chaos such that it needs sucessions of high priced consultants to make reports? Ahhh, what are you gonna do?
