Lex, thanks for tackling this issue.
This is my take after reading your excellent article and the TRC report online here:
It appears that some members of the Commission formed an opinion [that there was a police/Klan/Nazi conspiracy] then sought to find evidence to support it.
After finding no evidence, they still insist that there WAS a conspiracy but they just couldn't find any evidence of it because no one "confessed."
I've always viewed the TRC as a solution for a problem that doesn't exist.
