The logic escapes me
In signing the 2007 Homeland Security appropriations bill into law, President Bush issued a, well, curious signing statement:
Bush's signing statement Wednesday challenges several other provisions in the Homeland Security spending bill. Bush, for example, said he'd disregard a requirement that the director of the Federal Emergency Management Agency must have at least five years experience and "demonstrated ability in and knowledge of emergency management and homeland security."His rationale was that it "rules out a large portion of those persons best qualified by experience and knowledge to fill the office."
Two words: Say what?

Clinton's deal with North Korea in 1994:
Under the terms of the "agreed framework," we gave North Korea all sorts of bribes — more than $5 billion worth of oil, two nuclear reactors and lots of high technology. In return, they took the bribes and kept building nukes. This wasn't difficult, inasmuch as the 1994 deal permitted the North Koreans to evade weapons inspectors for the next five years.
Yes, you read that right: North Korea promised not to develop nukes, and we showed how much we trusted them by agreeing to no weapons inspections for five years.
