Are you for a state lottery?
Which one? Three bills have been introduced so far during the 2005 General Assembly session. All allocate the anticipated windfall in different ways ...
The first, which also calls for a referendum, follows Gov. Mike Easley's formula. Lottery revenues would support prekindergarten programs and reduce class sizes.
A second creates a county-by-county local-option lottery. Counties that participate would receive funding primarily for school construction, with leftover money paying for other educational needs.
And the third would give college scholarships to qualifying North Carolina residents.
What's your preference?
More to the point, can the General Assembly pass any of them if legislators can't agree on how to spend the loot?
