Aiding bad behavior

News reports say some states have used Medicaid funds to purchase Viagra for sex offenders.

Disgusting.

That's not like handing out needles to drug addicts at taxpayer expense, is it?

No, of course not. So, a better analogy might be giving out condoms to sex offenders. If they're going to do it anyway, might as well make it as safe as possible ...

The Viagra thing is ridiculous, but needle exchange for addicts is a good idea. Preventing them from getting clean needles is certainly not going to make them decide not to inject drugs, but it is in everyone's interest that HIV and hepatitis and other diseases are spread as little as possible. I see where people are coming from saying that giving teens condoms may encourage sex (though I disagree) but it is absurd to think that the availability of clean needles is going to be the reason an addict decides to continue drug us.

Precisely, Andrew. Distasteful as a needle-exchange program might be, it has been shown to reduce the spread of infectious diseases among addicts and, therefore, from addicts to other people. Isn't that one of the key goals of any public-health program?
