I pictured the "hand of Skippy" digging about in the office. Somewhere, I am willing to wager, his hand is in this.

Sorry, but I don't get it. What does opening Wray's office up have to do with overpowering smell of cats?

AH Ha the hand appears: This from todays N&R online front page.
Melvin “Skip” Alston, a member of the executive board of the Greensboro chapter of the NAACP, said many questions still need to be answered. The outspoken Guilford County commissioner said the discovery of a “black book” confirms long-held fears that African American males are targeted by police.
“It’s proof that it’s nothing new, but it’s sad that it’s still happening,” he said.
Basically it is proof of nothing but then blind followers of Skippy will see anything he describes to them.

Smell test, indeed. Wasn't the current Manager the direct supervisor of Wray since he was appointed Chief? As a former personnel manager, when an employee fails, I looked first to the supervisor to be sure the employee had the support, tools, training, etc to succeed at the job. Did the supervisor and employee set up the goals and expectations? Was the supervisor honest and ethical in all dealings? Did he/she guide, coach and support the employee? Did the supervisor identify areas of concern in a timely manner and then work with the employee to correct those concerns? Did the supervisor keep accurate documentation? The most telling failure of a supervisor came when a disciplinary action was a shock to the employee. Wray may have had issues as a Chief, but I fear the Council may have overlooked some basic skills in unanimously selecting this Manager. The Manager can remove any department head at any time with no cause. Scandals, ruined reputations and FBI investigations may have been avoided by a more professional or skilled leader.

mr produce! I have just discover a white book with many pictures of you driving around in circles in front of the courthouse trying to avoid the black parking ticket meter maid about your past due tickets. Like you say! This proves nothing in a court of law and most likely other followers of you will dodge the meter maid also. Right?
ps. Don't give me that excuse that your front end of the auto steers to the Right when you are drying your white sheets out on the right side of the window.
