The deadly black book
David Wray was ousted for lying about the black book to City Manager Mitch Johnson.
Now City Council member Mary Rakestraw thinks Johnson should be dismissed for lying about the black book.
Or a memo explaining the black book.
As Margaret reported today:
"Councilwoman Mary Rakestraw was livid Thursday and called for Johnson to be fired. She said she asked Johnson and city attorneys three times in a closed session of the council whether any other information 'went along with the "black book." '
"She said she was told 'Not at this time.'
" 'I feel that I have been lied to,' she said. 'I feel that Mitch needs to be dismissed on this issue. This is outrageous. I cannot tolerate this behavior any longer.' "
Johnson said the city's legal staff made an error in telling the N&R there was no such memo. The lawyers didn't know which memo we requested.
But the black book issue has been so important for so long that the City Council should have been given alll information related to it -- oh, about two years ago. It's kind of important to see a key source document explaining the book's origin and purpose rather than rely on speculation.
There's another issue. From Margaret's story: "Johnson said he can't release the memo to the public without the council's approval, which he will try to get Feb. 19."
I thought the council settled issues like that back in December, as we commented in this editorial.

"Previously, as City Manager Mitchell Johnson implied in an article published on last Saturday's Second Opinion page, the official inclination was to deny disclosure "... if the law does not require release and the release of the information is not, in the opinion of the investigators, beneficial to the investigation ...'
"Now, the council will push for release of information unless the law requires it to be withheld.
" 'This is the way we want things handled,' Mayor Johnson said Friday. 'We've never really said that. And we will be saying that.'
"Once that becomes standard operating procedure at City Hall, it won't be necessary for the council to hold emergency meetings every time a conflict arises about release of information. There won't be conflicts if the governing principle is that the public has the right to know more, not less."
As a footnote, I'm working on an editorial that will praise Johnson, who's made an agreement with his High Point counterpart, Strib Boynton, on a plan that could speed up the delivery of water from the Randleman reservoir by years. The proposal will be made to the regional water authority next week. In many respects, Johnson's doing a very good job as manager.
But he has to recognize how the political environment has changed and respond to it. Citizens, and their elected representatives, want a more open government. City hall must be forthcoming with information about key issues. Telling council members and media that certain important documents don't exist when they do is not the way to build trust.

Is Johnson responsible for the High Point Water Connection or is he just taking credit for Staff Work. He does have a lot of employees that must be doing something with "our time" (because we pay their salaries).
The Randleman water project should have been moving several years ago, you don't get "ata boys" for finally moving forward.

Isn't this exactly what earned David Wray the ire of Mitch Johnson: That Wray was asked about a line-up book, the description of which did not fit anything Wray knew to exist and that, once Wray understood what was being requested, he produced it?
"Oh, THAT line-up book."
"Oh, THAT memo."

Roch, yes, that's what it looks like. Quite an irony.
Don, Boynton tells me that he and Johnson personally worked out the plan.
The water authority is, shall we say, deliberate. Possibly High Point and Greensboro should have forced the action a long time ago. They're trying to do so now. If they get water flowing faster, they deserve credit.

I think you and a lot of other people here are missing the point. Even if the "black book" is legitimate, it still contained only pictures of black officers. This in and of itself is prejudicial. Now I know some whippersnapper knitpickers and going to say that the so-called victim of this alleged molestation said that the perpetrator was black, but how does she really know? Maybe she didn't get a good look or there were other mitigating factors, or maybe she was just injecting her own inherent prejudice into the whole thing. I think all line-ups should contain people of all races. It's the only fair way to do it.

David, serious as a heart attack. It's a well known fact that the people on the planet who are most prejudiced against black men are black women.
Everybody knows this and any police chief anywhere should have taken this into account. I think this shows beyond a shadow doubt that David Wray was a racist b-----d.

Is it not painfully obvious by this point that Mitch makes public what he wants and conceals what he wants? From investigations to memos to RMA reports to closed/open sessions, he regards himself as the information poobah of Greensboro. You'll know if he wants you to know, dammit.

There are two possible scenarios here and neither are particularly flattering to Mitch Johnson. Best case: they really didn't know the memo existed, in which case Johnson and his staff are incredibly slipshod and incompetent. Worst case: Mitch and crew knew damn well the memo existed, said it did not, and got caught in a straight up lie.
And for Mr. Skeet Club Savage, if a witness or victim gives a description to police as that of a black man, and said police department issue a line up book containing photos of black men who fit that description, that is not "targeting" or "profiling." That is what is known as "police work."

Now that Mitch Johnson and the city legal staff have been caught in a lie, are the council members brave enough to really do something about it? There is no way that Mitch Johnson or the attorneys were stupid enough not to know what the public request was all about. Yes, maybe they are all incompetent, but they had to know about this memo. I think that they were just trying to hide this memo because it shows that Mitch has mislead the council all along. It shows that Detective Sanders as well as the others in command up to and including former Chief Wray were trying to do their job to the best of their ability. From everything I have read, if Mitch wouldn't have micro-managed the Police Department and let Chief Wray do his job, then all of this mess would have been cleared up long ago. I say that the council will be missing a prime opportunity if they pass up on cleaning house at city hall NOW. They need to fire Mitch Johnson as well as the city legal staff responsible for this blunder. After that, then put some people in place to finish the job that Chief Wray was trying to do over 2 years ago. Obviously, the evidence is there to do these things just like the evidence is crystal clear that Mitch Johnson distorted facts and tried to lead the council into a fog. If the council can't or won't take action now, they will never regain the trust and confidence of the public.

You are the kind of person who make it very difficult for women to get justice when they have been sexually assualted. "Yeah, she was asking for it." If your sister said she was attacked by a purple man, would the police go looking for orange suspects? You are one big idiot. This woman was in police custody and claims she was assualted by black police officers. She knew the perpetrators were black because she was there!! Who else was David Wray supposed to be looking for, the purple or orange guy? I don't care why this woman was in police custody, she's doing me a favor. Letting me know there are police officers who will use their position to rape/assualt a woman. Ever heard any of those stories in the news about women who get pulled over by law enforcement officers who sexually assualt the woman. Get your head out of the sand or where ever you might have it stuck.
