Best decision brings out the very worst in commissioners
In one of the ugliest Guilford commissioner meetings in recent memory -- and that's saying a lot -- County Manager Willie Best was finally fired.
Leading up to, and following the 7-4 vote, the commissioners called each other racists, idiots and liars.
They were mean, petty and childish, and they dug a hole that will be very hard to climb out of.
They destroyed whatever good will and trust they seemed to establish in recent months.
They embarrassed themselves.
They embarrassed every one else in the county.
A personnel issue? No way. This was purely personal.

What in the world do you mean? I woke up energized this morning knowing that a corner was turned last night and hopefully more promising days are ahead.
Nothing like seeing 3 clowns on TV trying to rationalize keeping someone on the job who did not follow instructions very well. Those 3 have borrowed, cheated, and stolen their way through countless taxpayer dollars.
Even better was hearing all of Skip's supporters grumble in the background.
Nothing more appropriate on this holiday weekend then the taxpayers of Guilford County finally starting to gain their independence from Alston, Davis, and Coleman.

Bruce Davis is a smart idiot just like Billy Yow got him to say last night. Davis is a smart idiot because this past May he found about 600 dumb idiots in his district in High Point to re-elect him.
Thanks to those idiots the entire county suffers.

You say that this is about race. How is this matter any different than what happened last year with Tax Director Jenks? Was that about race because two black commissioners were trying to oust a white Jenks? A reasonable person could have concluded that was about race as well, using your line of thinking. I don't recall you being concerned about how Jenks was being jerked around, but then you probably didn't consider it a race matter. Isn't all of this more about power politics than anything else, as it always is with this bunch of clowns? Express your outrage toward all of these people for playing power politics. Leave the race out of it, and your concerns will strike a chord with more of your readers.
I agree that Mr. Best did not deserve this type of treatment in the public. If he wasn;t getting the job done, he should have been told that in an employee evaluation, but it seems that governemnt always handles personnel matters like this badly and in public. Now, tell me how this was a "personal" matter? What was personal about it?

No Allen, you never said it was racism, but it can be implied by your lack of words or the way you responded. The jury is still out.
I like how Oak Ridge Runner thinks. He should be in office somewhere, or president of something really cool and important. For all I know, he already is, and that is a GOOD thing.

That implies that YOU believe it's a racial thing.
If you don't believe that, please explain the statement I quoted.
If you do believe it, please justify it.
Skip's antics are designed to further fracture and separate the races in our community to further his political and financial power. He's part of the racial problem, not part of the solution.

Well, of course it was all about race. Look at the tapes again. Who was the first Commissioner to play the "race card?" Answer: The one who ALWAYS does. Does anybody recall the embarrassing, nationally covered news event when Mr. Alston rushed to the campus of the Quaker associated, Guilford College, with TV cameras rolling, to pick up on the false claim of the [white] student body president, who had staged her own "racially biased" mugging during a re-election? Her stance, on campus, was to support a higher percentage of black students in the student body -- which she alleged caused her great distress. Early the next morning, Mr. Alston with WFMY cameras in tow, blared and bleated "racism" on the grounds of a historic college that was instrumental in helping escaped slaves during the Civil War. When the girl admitted she had staged the muggging, Mr' Alston's quip was, "Yeah, well it could've happened." Racism?
As far as that goes -- are there any Caucasian or Latino or Oriental members in the Simkins PAC that Davis, Coleman and Alston have used so effectively in recent years to intimidate Commissioners during elections? Isn't it the least bit amazing to anybody that there is a PAC that excludes members of other races, supports only members of its own race, and rushes to play the "race card" every time there is a disagreement to their own, published, Political Action best interests in aquiring Guilford County funds for ONLY corporate and individual members of its own race? Hello? YES! It's about race -- but, look again who always plays it! The "Emperor Has No Clothes."
Should we begin a Caucasion Political Action Committee? A Latino Political Action Committee? A North Asian Political Action Committee in Guilford County. Does anybody doubt that if that were to happen, Mr. Alston and Mr. Davis and Ms. Coleman would be the first to lead the NC NAACP charges of racism? To my knowledge the Simkins PAC -- whose power has been seriously undermined by the State of North Carolina OUTLAWING PROVISIONAL VOTING, effective January 1, 2006 -- is the only PAC in this area that is racically exclusive.
A careful review of County Manager Willie Best's budgets in the last three years, and his actions as the CM in personnel and discretionary and oversight matters -- along with his own waffling about his "happiness" in his position might bring less explosive, clearer thinking to the matter. Review the tapes. Mr. Alston did what he does so well -- incite the integrity of Mr. Yow. As for Mr. Davis, he is certainly not an idiot of any description -- more like a puppet with deep pockets.

Oh, yes. And Skip knows exactly how to push Billy's buttons -- and, has never hesitated to do so.
It is incredibly sad that in a world of this recorded 21st Century the concept of "racism" hasn't become an archaic definition and experience that we recall as the advance of the entire human "race" toward a more civilized inter-personal behavior. It is incredibly sad that elected officials of any or all races pull out stereotypical prejudices known to incite anger when they simply aren't getting "their way."
Back to the point -- A review of the Guilford County Board of Commissioners meetings, for better or worse, since Mr. Alston has become installed indicate -- on the record -- that Mr. Alston always is the one who pushes that emotional buzzer...knowing the reaction, media coverage, devisive effect that will provide him immediate satisfaction.
Unfortunately, Mr. Alston -- unlike more creditable and universally honored members of the only race he chooses to defend -- apparently couldn't care less that playing the "race card" with such reckless abandon, and ubiquitously indiscriminate candor damages the advancement of All of Us.
It would be naive of us to believe Mr. Alston would allow logic and the County's highest and best interests to get in the way of his single-minded, one trick pony dedication to any considerations other than those of African American descendents. Nor should we ever doubt that Mr. Davis, much like "CHICAGO'S" Roxie Hart, can do anything other than mouth the concepts or his "mouthpiece."
The biggest disappointment is Ms. Coleman -- a fine lady of palpable integrity and comprehension of the principles of Rules of Order, who should have voted her conscience, not her race. Ms. Coleman fully understands the history of Mr. Best in his position as County Manager.
Mr. Best, a truly fine gentleman with an apparent attitude of "goodwill toward all," simply was never able to control the awesome responsibilities of the position in executing his fullest responsibilities as County Manager. He backed off more often than he grasped the initiative, and he never led by example, preferring the shadows -- perhaps from a fine sense of survival when courage should've been the hallmark of the office.
On an almost annual basis, he has allowed myriad opportunities to guide, to advise, to influence and to argue the highest and best interests of the County to slip by -- due to personal intimidation, massive political and personal pressures.
The distance Mr. Best maintained from all but the Directors or Assistant Directors of the various Departments -- not even responding to the many communications from members of the County's workforce is WELL-KNOWN among the several thousand employees of the County.
Surely, your own staffers' reporting would provide a published profile of Mr. Best's performance that would lead a majority of the County's voters to agree. Review the last three years. You REALLY don't know why he was terminated? REALLY? I find that hard to believe, Allen.
But a clear and unprejudiced unfolding of these events did not happen. Mr. Alston did not allow it. And, unfortunately Ms. Coleman chose to bow to Mr. Alston -- hopefully to her undying regret.
Mr. Davis we will not discuss, save to say that to refer to him as ANY type of idiot demeans the definition of the term. He "serves" at the pleasure of less than a thousand registered residents in his District who have nobody else to vote for -- and, yet, he "serves," to the detriment of the entire County's million-plus citizens, and half a billion dollar budget. How "representative" is that?
Guilford County is growing rapidly, and is as proportionately diverse a population as a large majority of counties this size in our nation.
Hopefully, this ugly mess has truly turned a critical corner in the blotchy history of our Board of Commissioners -- allowing them to leave the hot-button of race behind as being emotionally destructive and logically non-sensical; and move forward to assure the best interests of ALL the County's citizens, visitors and well-wishers; whether black, white, brown, tan, auburn, gay, straight, Christian, Buddhist, Taoist ... or, gasp ... whatever their claim to humanity might be.

I'm not denying that Best may not have been a good fit for the job, but he should have had the chance to address specific performance concerns.
To give him a merit raise, then fire him, was disingenuous.

As should every employee of any private firm municipality or government employ have the "right" to address grievances against their performance. It doesn't happen.
You might want to watch "The Devil Wears Prada" soon, and also review the N&R's morgue articles on the way the Board of Commissioners and the County Manager put Tax Director, Jenks Crayton, through not a week -- but, a YEAR of literally despicable treatment [read the SBI's report on how they interpreted the various investigations] in 2004/2005.
Personally, I believe Willie Best to be admirably suited for the job if it required nothing more than a high degree of competency he had the personality to avoid intimidation. He does not. He was at least advised -- after 2 years of his own rather quaffling behavior. His applying for the Florida job, and then removing himself from consideration didn't greatly inspire confidence in his dedication. Would it to You, as an Editor?
Mr. Crayton -- appaluded BY THE STATE for his performance as Director of both the Guilford County Tax Department, and the Child Support Department -- did not even receive the courtesy of a phone-call -- from the Board, or from the County Manager.
Jenks survived that "Year From Hell" -- with help from nobody, exhonerated simply by the facts.

I wrote a blog entry blasting this whole embarrassing affair and stating the truth of the matter on all points then sent it to Blogging the News, but somehow someone doesn't want specific and contrary to their beliefs opinions printed on that site because it isn't included. This was a racial issue because the Blacks on the commission made it so. It was ugly in public because the Blacks on the commissions made it so. Billy Yow was the only White commissioner who spoke back on the low level set by the Black commissioners. Racial, indeed! One had only to watch the commission meetings as televised to see Mr. Best was never really prepared for the meeting. How many times did he tell the commissioners that he would have to get back with them on a simple question that as county manager he should have known. Even this newspaper has several times printed comments that indicated that Mr. Best was not up to the job. I suspect the raise was given in hopes that his help with the 2006-07 budget would improve over previous years, but it didn't. When he was out golfing while the commissioners needed him to work with them on the budget really did him in.

You raise some good points.
I have not argued that Best should not have been fired. The problem, again, was the manner in which it was handled, both front and center in the televised meeting and behind the scenes.
Still, the logic of giving a raise to someone who is in jeopardy of being fired defies reason.

Indeed it does defy reason, Allen.
And, to belabor the incident even further, in 2004, Jenks Crayton's Tax Department completed the 3-year long, State required County-wide property revaluation -- in record time with the County's best ever results. The Department was even lauded by the State for the exemplary accomplishment, which resulted in the tax base on which the annual budget is based.
It was AFTER this laudatory accomplishment, and AFTER repeated raises and satisfactory job appraisals that Bruce Davis acted against Jenks Crayton, suspending him while launching an SBI investigation -- AFTER the Guilford County DA's office, and County Manager Willie Best's "in-house" investigations [at the behest of Commissioners] found NOTHING WRONG with Director Crayton's performance, or the performance of the Department under his direction.
Still ... after all that "good news" ... Mr. Davis misbehaving in his position of Chair, damaged the Department and the County with his "personal" gripes about the Director.
On the other hand, I haven't yet read a listing of the "grievances" against Mr. Best's performance [including enveloping a raise for himself and three other County officials] into a budget -- for which there were no funds! And STILL he got a raise!
Commissioner Shaw was kind in stating that she didn't choose to embarrass Mr. Best by listing the reasons for replacing him. But, a review of News & Record archives reveals an almost monthly triggering of alarms concerning that performance.
Defies reason? Oh,yeah. I'm sure Director Crayton would agree with you -- wholeheartedly. And, he's still waiting for the explanation of why actions were taken against him. He was NEVER presented with the alleged offenses Bruce Davis kept vaguely blurting into the ether anytime a tv camera was turned in his direction...and still has not been.

Well -- pardon my harping; but, I also have a serious gripe with the slug on this BLOG...
The Best decision only brought out the worst in FOUR Commissioners. Six of them maintained the dignity of their office, and consideration for Mr. Best with the best possible behavior, given the circus Mr. Alston created. He knew Mr. Yow would respond -- when hasn't he ever?
But, I'm sure the cool and measured response of Commissioners Shaw, Arnold, Gibson, Cashion, Winstead and Perkins have sent a strong message to "racists" in this county -- of whatever race -- that there is business to be handled in this county; and, they, at least are committed to see to it.
As to Mr. Parks -- there has seldom been a more shameful fall and return to office than the manner in which he bartered his current position, and personal integrity. Enough said.

The best explanation I have been privy to (no pun intended), is that McNeill actually did most of the work. Best was looking to move to another city if the opportunity came, and Forsyth County was courting McNeill. The Commissioners did not want to lose McNeill. They figured Best would leave sooner or later leaving them with nobody if McNeill went to Forsyth. Convinced that McNeill was more valuable than Best, they sacked Best to move McNeill up and keep him here. It had nothing to do with race, and everything to do with Best not performing his job (playing golf,etc) and not being present or offering input at critical times instead leaving the work to McNeill.

Well, Jeez, Samuel -- after all the rest of us batting balls back and forth, You pretty simply summed the entire matter up. Correctly.
I was at one time an employee of Guilford County, and was privy to a great deal in several different departments.
History is continuous. Memories are short. Nobody can be all that sure how willing Willie was to follow in the footsteps of Roger Cotten, the most effective County Manager we have been privileged to see an eon. The method of Willie's promotion was as rife with racist accusations as has been his parting. Unlike, his hiring, however -- Willie's termination did not depend on the intimidation of a very small, but PAC-powered element. The majority of Our Commissioners, in a bi-partisan display of profound courage and healthy governance participated in this decision.
The voices of those left shouting are becoming more and more hollow ... and the echoes are being forgotten.
Personally -- I am very, very proud of Commissioners Arnold, Shaw, Gibson, Perkins, Winstead and Cashion. It was a very sound "business" decision.

Anyone ever notice how it is that Allen never acknowledges or admits anything when he is "reasoned" and "facted" down? When he gets overwhelmed with reason or facts against his position, he just disappears. Interesting phenomenon for the editor of a newspaper. Does that mean that he really doesn't believe the rhotoric he puts out, but rather does it to stimulate discussion? Or is that he needs some debstre training from DD?

I disagree on some points and agree on others.
The commissioners mishandled this case not only in the manner in which they discussed it but in the manner they handled it, front and center AND behind the scenes.
I'm not willing to give the others a pass because they said little or nothing during the discussion.
The point to me remains not whether Best deserved dismissal but the confusing, inconsiderate and inconsistent way he was shown the door.
All the drama was not necessary.
That still remains inexcusable to me, in spite of what many may have heard from the rumor mill.
As I said in an earlier post, no one listed any accomplishments on Best's part in his defense. That may be telling.
But there are better ways to manage such a change, for the good of the employees involved and the county.
The commissioners chose not to do that.
