It's comprehensive, but is it a plan?

Remember Greensboro's Comprehensive Plan?

Well, it may be comprehensive but that doesn't mean anyone should actually have to pay attention to the thing. From H1195 filed today:

Notwithstanding any other provision of law, the Greensboro City Council and the Greensboro Zoning Commission are not required to make findings of fact as to whether their respective decisions are in compliance with the City's comprehensive plan when either body votes on a zoning request.

Mark, The Council will still debate the merits of any proposed change in the plan but we won't have to read some boiler plate findings that are provided to us. Look at one of our zoning cases and you will see what I mean.

Fair enough Tom, but wouldn't this let some future council off the hook if they wanted to deviate in a big way from the comprehensive plan? Or do you do that already and I'm just showing hte ill effects of having been away from Greensboro for too long?
