Will the assistant city manager's job be frozen?

So word comes today that Ben Brown is leaving his job as assistant city (Greensboro) manager for assistant county (Guilford) manager. Brown, 67, is in charge of the city's economic development divisions.

Here's our question: Remember the hiring freeze at City Hall? Will Brown's job be frozen? Or will it be considered a "key" position because of it's economic development involvement?

Brown's city salary is $133,957, by the way.

I believe the city has frozen a very important Public Affairs position but one could only imagine this position will be considered "key."

I'm one of the residents who will be annexed on June 30th. How in the world can the city expect to provide me with all the essential services when they have put an indefinite freeze on all open positions AND on the same day they annex approx 5500 homes, they also eliminate another 49 positions. What in the world was the City Council thinking. Yes, they need to replace Mr. Brown and lift the entire freeze altogether.
